The African Water Facility (AWF) is an initiative of the African Ministers' Council on Water (AMCOW) to mobilize resources for financing water sector facilitation and development activities in Africa. The Facility was established within the context of the Africa Water Vision (AWV) and the Millennium Development Goals (MDGs), and it is hosted by the African Development Bank (ADB). The AWF intends to apply part of its administrative budget to payments under the contract for Consultant Firm(s) to prepare Project Completion Reports and Knowledge Products for a total of 14 projects in the Water Sector in Africa, grouped into two Lots each consisting of seven projects as presented below.

The services included under this consultancy are:

• Preparation of Project Completion Reports (PCR) for each of the projects in accordance with the AWF format. PCRs are aimed at assessing the project’s relevance, efficiency, effectiveness, sustainability and impacts.
• Preparation of Knowledge Products (KPs) which will be based on a comparative analysis of the findings from the PCRs. The Consultant will draw parallels on the relevance, effectiveness and lessons learnt. The KP will be used to disseminate the lessons learnt to the Water Sector stakeholders and to improve the quality of the AWF portfolio of projects.

The lots are as follows:

Lot 1: Water supply, Sanitation and Irrigation Project Preparation (7 projects)

i) Central African Republic: Support to a water supply and sanitation study and priority investment
project preparation for the 16 district capitals of RCA;
ii) Congo (Brazzaville) - Study for the expansion and rehabilitation of water supply and sanitation
services in Brazzaville and Pointe Noire;
iii)Senegal - Ziguinchor sanitation master plan study;
iv)Burkina Faso - Feasibility and design study of storm water drainage and solid waste management
systems in Ouagadougou;
v) Seychelles - Water supply development plan 2008-2030;
vi) Liberia - Monrovia expansion and rehabilitation of three county capitals water supply and
sanitation study
vii) Botswana – Development of improved water control and management system for Pandamatenga
agricultural production project

Lot 2: Integrated Water Resources Management (7 projects)

i)  Ethiopia - Support to the development of water information and knowledge management systems;ii) CICOS (International Commission of Congo-Oubangui-Sangha basin) - Strengthening the
information and knowledge capacity of CICOS for the water resources management of the Congo River Basin;
iii) NBA (Niger Basin Authority) - Support for Niger Basin HYCOS Project;
iv) ANBO: Strengthening of the African Network of Basin Organisations;
v) Burkina Faso - Capacity building for decentralized IWRM;
vi) CICOS (International Commission of Congo-Oubangui-Sangha basin): Preparation of the
Strategic Action Plan for the integrated water resources management of the Congo River Basin;
vii) Senegal: Implementation of the national IWRM action plan.

The AWF now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” (Mai 2008), which is available on the Bank’s website at http://www.afdb.org. The AWF is under no obligation to shortlist any consultant who expresses interest.
